In 1996, President Bill Clinton signed the Telecommunications Act. Hidden inside was Section 704—just 62 words that forbid towns, school boards, and parents from blocking a cell tower “on the basis of environmental [health] effects.” Overnight, every community lost the right to protect its children from unnecessary radio-frequency exposure.
You had nothing to do with this deal, Mr. President—but you are the only leader bold enough to fix it.
